My dad gave me this. He is 70+ years old and a long time carpenter and woodworker. He showed it to me and his brother (also nearly 70 and a long time woodworker as well). He stumped us both.
Since he’s told me what it is, I’ve used it many times.

It's a nail spinner to drive nails in wood by spinning them in with a drill.
