I need a steel wool lubricant and the closest woodworking supply is 35 miles from home. Anybody know what’s in Behlen Wool Lube so I can make my own?

Soap
According to the MSDS it is 45% soap. 55% water.
Quick,
Petroleum jelly is a cheap readily available and effective substitute.

Not to change the subject but using a lubricant when buffing out a finish with steel wool doesn't allow you to see the effects of the buffing as you are doing it. It not only makes additional mess that has to be cleaned up but you can easily rub through and not know it. If you should need to apply more finish, the lube may cause adhesion issues. Something like soap and water can also have a bad effect on certain types of fresh finishes. Anything can get into cracks, open grain and joints, maybe leaching out later. Using the wool dry lets you see what each stroke is doing. It doesn't abrade any differently with or without lubricant.
