Being very much a learner, with no tutor in human form available, can you tell me if its ever ok to glue a joint and then drill the holes for dowels, so fitting and gluing them the joint is glued hard.

I'm not sure I understand your question but I'll do my best to answer.
In many cases it is acceptable to glue a joint and then reinforce it with dowels or pins. In fact, mortise and tenon joints are commonly pinned.
