I am making an outdoor bench from white oak using template routing. I have created a couple of gouges that I need to fill with something. Is there a glue or wood filler that will stand up to the outdoors and take a penetrating stain? Thanks.

Patch with Oak scraps. Nothing will be more durable or look better.
I'd second what he said. You can carefully match grain and color and hide effectively. Also making a paste from glue and oak dust is an option for really small repairs.
I was planning on cutting this out and using wood filler, how do I patch this with oak scraps. That piece of wood is 56" long and I hate to toss it. Thanks.
Looks like were routing in the wrong direction, against the grain. If you have another board, I'd say start over. No need to toss the board, just cut the riser off and keep the board for another project.
Wood filler will fail. Don't waste your time. The best fix considering this is going to live in the weather is to make a new part. I say this because Nature abhors vacuums and gluelines.
If you must do a fix do it at the flat surface where the curve runs out, or even better glue on more stock BELOW that surface so water cannot sit on the glueline.Patching into the endgrain will also fail. A flat-to-flat grain glueup should survive.
As Phantom said, the best thing to do is make a new part and repurpose that material somewhere else on the bench. Go get another board if you have to. The time you have in it already is worth it.
