For flat sheets, ask at the local hardware store if they'll give you a box price. Most folks buy only a few sheets at a time but, if you're willing to buy by the box, the price can come down a lot. My local hardware store carries 3-M aluminum oxide paper and the owner sells me boxes at a very reasonable price.

Klingspor has a great selection at very good prices. Best to get their printed catalog (by request) to get oriented to their product lines, then order on the web. The economy papers are OK, but the better, heavier-weight papers are excellent:
