Can anyone tell me the best way to “roll over” the wood handles on chisels so as to keep the metal rings from falling off? Thanks.

Don, Just use the chisel using a wooden mallet to strike the chisel. The continued striking will 'Mushroom' the rings in place.
OR, have water ready, heat up the rings, (To expand) quickly insert ring and DUNK into the water.(To shrink).
Personally, I don't use or need rings.
When turning new handles,allow an extra 1/2 " diameter 'Stub' in length to the handle's top.
With cut off tool, Cut off the waste, but leave 5/16"nib.
Make fat , leather washers (cushion/do-nuts) to fit over the posts and glue in place.
Look at a few old Stanley chisel handles for the inspiration.
