The October 2008 issue of Woodworker's Journal has an article and plans for a rolling
shop table, which looks inexpensive to build. Even has some upgrades you can add.

You can keep the top of a work bench clean? I thought the rule was that you could only have it clean when starting a new project? (Step 1 of all new projects being "Clean off workbench top")

One of my worst faults with woodworking. Hell, I even find stuff on my TS top I have to clean off before I cut something!
I was thinking of a hydraulic power ram and a big bucket at the other end to clean it off for me. On a timer that starts the ram ever hour or so...

A work bench HAS to be flat on TOP.
