You've sanded through the veneer to the glue.
AS was said you have probably sanded through the veneer which is very thin on much plywood these days.
In the future, don't even consider sanding with a ROS if sanding hardwood veneers. They are generally sanded to 180 grit by the mill and all you need to do is hand sand with a backer using 180 grit paper. Then get a coat or two of finish on, then sand lightly with 400 to get a smooth surface. That way you are sanding the finish, not the veneer.
