If you haven't already fixed this chair I hope this helps:
I used to work in the carpentry shop of an old hospital in Vermont repairing and building furniture and cabinetry. I repaired many old rocking chairs which snapped just like the one in your photo.
Using the other rocker as a pattern, trace it onto a board so that the long grain is oriented where the rear leg is mortised into it. You will have to charge for the fairly large piece of flat sawn hardwood necessary, maybe as thick as an 8/4 x 12" x 36", because the waste will not be terribly useful after you bandsaw the new rocker out of it.
Then you have your time completing the sanding, drilling the mortises where the legs will fit, assembly, and finishing it to match. I wouldn't charge less than $25/hr for this work plus the cost of the wood: no less than $50 and maybe as much as $150. Don't give your skills away cheaply unless the owner of the chair is a friend or loved one. Yours Ned E.
